AnnJanette Rosga, Policing the State: Violence, Identity & the Law in Constructions of Hate Crime. University of California, Santa Cruz, 1998.

Drawing upon four years of ethnographic research in the United States, the dissertation examines the category "hate crime," particularly as it is constructed by law enforcement officers -- as an allegorical location for the negotiation of U.S. national identity, ideologies of citizenship, masculinity, and progressive activist versions of "the State." The dissertation theorizes, and discusses methodological issues raised by, the "ethnography of a discursive category." Particular chapters focus on bias-crime prevention and response activities in two east coast law enforcement agencies, the making of a hate crime statistic, and public and criminal justice system representations of three bias-related incidents.
